Job Summary:
The Deputy 911 Coordinator (hereinafter referred to as Deputy Director) serves as the second in command of the Butler County Communications Center under the direction of the 911 Coordinator. This person is actively involved in the training of subordinate dispatchers and acts as Communications Training Officer (CTO) Coordinator. The Deputy Director is highly knowledgeable in the operations of public safety communications and adheres to policies and procedures, providing input and assistance to management in the development of new policy/procedures and ensuring policies are current.
While supervising, performs a variety of administrative and supervisory duties toward ensuring operational goals and adherence to policies, procedures, and best practices; takes immediate corrective action when necessary; provides direction to personnel as needed; serves as example of proper conduct and job performance to peers and co-workers. Shall possess excellent critical thinking skills inclusive of the ability to read and speak in a clear and concise manner as well as the ability to educate, counsel, and motivate personnel; may be tasked with resolving conflicts and is required to do so in a professional and respectful manner. The Deputy Director is required to maintain dispatching skills to meet job responsibilities in the operation of a dispatch console, maintaining required certifications and KSAs as a public safety dispatcher.
After a training period, work will be performed independently with oversight by the 911 Coordinator. Work is reviewed by observation and examination of records for conformance with standard operating procedures and quality of services provided. Must be able to routinely work a 10 or 12-hour shift during the pay week, primarily between the hours of 0600-1800 with the flexibility to adjust work hours to meet the needs of the Butler County Communications Center. Extenuating circumstances may require occasional evenings, nights, and holidays if the situation requires. Will be subject to serving as on call in the absence of the 911 Coordinator and acting on their behalf. May be required to work extended shifts as needed. May be subject to emergency callout for extenuating circumstances.
Assists 911 Coordinator with administrative and supervisory tasks and acts on behalf of 911 Coordinator in his/her absence.
Duties and Responsibilities:
- Works as an on-line supervisor responsible for overseeing and performing dispatching duties.
- May be scheduled off-line administrative time commensurate with job demands and deadlines.
- Monitors, receives calls, and broadcasts on multiple radio frequencies; receives requests for police, sheriff, fire and other emergency services by telephone or radio; determines nature of required assistance, location, and other pertinent information; dispatches required units according to standard operating procedures; keeps track of responder’s locations and anticipates additional needs.
- Provides pre-arrival medical instruction based on prescribed protocols.
- Maintains recordings of radio transmissions, information provided and telephone calls; documents pertinent information including nature of complaint, responders assigned, and disposition into the Computer Aided Dispatch System.
- Provides support and receives requests for information from Fire, EMS, Law Enforcement, and other authorized personnel on a countywide basis.
- Assist in the coordination of resources during emergency incidents. Provides support to BCC personnel, Law Enforcement, Fire, EMS, and Emergency Management during incidents.
- Utilizes computer hardware and software to access and retrieve information related to motor vehicle registration, driver’s licenses, criminal history, stolen vehicles, stolen articles, wants and warrants, and similar data; transmits information by radio or telephone.
- Conducts or delegates monthly validation of records maintained in the National Crime Information Center databases.
- Maintains and validates county warrant files and Protection Orders
- Receives and maintains sensitive information in a discrete and professional manner by maintaining confidentiality.
- Maintains required forms and documentation support of the public safety mission.
- Serves as Agency Terminal Access Coordinator and oversees validation process. This involves the delegation of duties to shift personnel as needed, to include directing the entering of warrants, warrant audits, maintaining protection orders, doing NCIC validations, producing various reports and quality assurance checks.
- Assists in investigating complaints by reviewing details, reports from individuals, and recordings as directed by the 911 Coordinator.
- Makes recommendations for performance reviews, employee evaluations, disciplinary action, and commendations.
- Assists in conducting yearly employee evaluations as assigned.
- Maintains the PSAP schedule to ensure adequate staffing levels, including scheduled vacations and coverage for sick leave.
- Schedules, trains, and evaluates subordinates.
- Coaches, guides, and supports employees in their professional development.
Required Knowledge:
- Ability to effectively communicate in a professional manner with the public, co-workers, and public safety partners.
- Ability to communicate effectively verbally and in writing.
- Displays ability to handle stressful situations while maintaining composure and professionalism.
- Knowledge of the principles and practices of radio communications as well as the proper procedures used in emergency service dispatching.
- Knowledge of the processes involved in the system of Computer Aided Dispatch (CAD).
- Knowledge of the names and locations of principal streets and buildings, and general geography of the cities, county, and adjacent areas to Butler County Nebraska.
- Knowledge of the types, staffing requirements and uses of firefighting apparatus and police units.
- Respond rapidly, accurately, and efficiently to emergency situations while maintaining the composure necessary to prioritize and coordinate the appropriate response.
- Ability to operate radio and telephone equipment quickly and accurately under heavy load conditions.
- Ability to maintain a high-level of professionalism, productivity and proficiency during periods of stress and/or sustained period of high activity in the communications center.
- Ability to speak English clearly and concisely in a well-modulated voice and to use good diction.
- Ability to perform data entry while speaking on the telephone/radio.
- Ability to function accurately while working under considerable pressure.
- Ability to think and act quickly, calmly, and accurately in emergency situations.
- Ability to establish and maintain effective working relationships with co-workers, citizens, emergency responders, and supervisors.
- Working knowledge of computers and electronic data processing; working knowledge of modern office practices and public safety dispatch software.
- Demonstrate understanding of PSAP’s mission and core values.
- Demonstrate a comprehensive understanding of the duties and essential functions of the position.
- Demonstrate the ability to work within chain of command.

- Supervisory experience a plus.
